Extreme and ancient outriggers

This old Coles was spotted by a reader, although we are not sure where, it was sent up in a quiet street but take a look at the rear of the crane curiously and precariously blocked up.
Perhaps the rear outriggers no longer work? Certainly looks like a bit of a Death Wish.
