Rope access in Shanghai

Spotted yesterday in Shanghai three men cleaning a sign – one abseiller and two man pulling on the ropes.

Three men and an observer on rope is being used to pull the man away from the wall, the other is the suspension rope

Hardly the most efficient method for the job, but it does offer minimal disruption? It did not look the safest form of rope access we have seen, but hardly a Death Wish?
This is a very common form of access here even for short simple jobs like this.
