Two ladders two scissors

Sent in by a regular Vertikal.net reader, a photo or screen grab of two men working on a façade from the top of a portico/porch.
We are not sure where this occurred, but it certainly looks like the UK, the two men are fully equipped and in spite of being on an upper level walkway, they have two decent scissor lifts, and the area is extremely well cordoned off. The have Hi-Viz vests, hard hats and probably gloves and safety glasses, yet..

In order to reach the area immediately over the portico roof they have installed two large step ladders. And then it looks as though a third man is standing on the roof to steady one of the ladders and perhaps, pass tools or equipment up?

Both scissor lifts are equipped with roll out decks that would have reached over close to where the two are working or inspecting.
It's not particularly outrageously unsafe but there are so many things that could go wrong here compared to working from the scissor lifts. So, on that bases it goes into our Death Wish series.
