Sadly we do not have all the facts, all we know is that this happened in Singapore when a 1,000 tonne module being carried on a Self Propelled Modular transporter (SPMT) was being loaded or unloaded from a barge.

The transporter of course

It seems the barge shifted causing the SPMT to roll off the barge into the water!

The challenge now is deciding on how to extract the module and then the transporter.
