UPA appoints LOLER examiner
UK based access rental company United Powered Access (UPA) has appointed Austin Roberts as its national Lifting Operations and Lifting Equipment Regulations (LOLER) safety examiner, having designed bespoke examinations for Niftylift boom lifts and Skyjack scissor lifts.
Working in close conjunction with the manufacturers, UPA designed individual LOLER examinations/inspections for each model in its fleet. The six monthly inspections, have been endorsed by the respective manufacturer and focuses on the specific safety checks that each manufacturer requires.
Roberts has spent the last year as a service engineer at UPA having previously worked for Speedy, Swift Access and Capital Access.

UPA director Greg Miller said: “The commitment and attention to detail will give us the longer term benefits of complete safety of our fleet, engineers, and customers. I believe that forming an individual LOLER examination report for scissor lifts and booms was the only way forward. As a CAP certificate is required for LOLER. purposes, Austin Roberts our senior engineer has worked with myself, along with the manufacturers at each stage of development.”

I'm a little confused do not all loler examiners carry our a loler inspection specific to the machine that is being tested to manufacturers spec. im struggling to see what is new here after all you cant re invent the wheel.

Competent person
You should ensure that the person carrying out a thorough examination has such appropriate practical and theoretical knowledge and experience of the lifting equipment to be thoroughly examined as will enable them to detect
defects or weaknesses and to assess their importance in relation to the safety and continued use of the lifting equipment.

The HSE dictate what is legally required to be on a 'Thorough Examination Report' under the LOLER regulations and NOT individual companies.

And for the record a CAP certificate is NOT required under LOLER to carry out Thorough Examinations.
The HSE state a 'competent person'
