A motor and brake failure is said to have caused this incident

The two were cleaning windows at somewhere around the 70th storey of the Chase Bank building when one of the hoist motors failed - and one assumes its brake and fail safe system - in downtown Houston. They were trapped for almost half an hour, before firefighters were able to remove the glass from a window in the 71st floor and bring them in.
