The man working from around 10 storeys up
The entire method of work, using a the bucket of a mini excavator is inherently unsafe and a major accident simply waiting to happen.

However it does look as though the man riding the excavator arm/hydraulic breaker is wearing a harness and so is a little safer than it at first looks.
