How many people can fit in a small scissor?

When Ronaldo's team Corinthians' won the Paulista championship in Brazil last month a mass of ribbons on the trophy caught fire causing near panic in the raised scissor platform that was being used as part of the celebrations.

Although a compact slab electric there were certainly more than two men up and probably a decent overload to boot. And that is before we get to the big banner on the guardrails.
