Was there enough counterweight?

Several of you have written in over yesterdays report on the crane that tipped in Dunedin suggesting that at least one counterweight slab might have been missing and could have contributed to the loss of stability.

Certainly when we posted the report the counterweight looked short, however not knowing the crane well enough or what counterweight/load chart was being used passed it over.

Perhaps a Tadano GT700E expert might enlighten us?
