Where was this?

Spotted on Friday a man working from the bucket of an excavator over rocks and freezing water but where was it? Africa, poorer parts of South America? North Korea?

He is going to work above the water and the rocks

So where was it? You probably guessed that with all the PPE kit on it was not likely to be anywhere in the developing world. No all the safety gear gives the game away – must be the UK… sure enough it was on Hayling Island in Southern England.
