Airport access technology

A reader passing through an unnamed airport in Africa spotted this man cleaning windows although with no attention to work at height equipment, One wonders how he got up there.

There is also no attempt to take any safety measures should he have slipped on the painted surface of the beam, especially risky given that he is working with water.

Hardly the most efficient method and in an open airport!
