The UK government has said that it will accept the recommendation of the Trade Remedies Authority (TRA) to impose anti-dumping import tariffs or duties on Chinese built aerial work platforms.
They range from 16.25% for Dingli, to 28.12% for those not investigated, to 64.25% for Lingong and 71.74% for the others. These levels are likely to change when the final measure is published and implemented within the next six months.
The move follows the TRA’s investigation into a complaint by UK manufacturer Niftylift that companies based in China were selling boom lifts into the UK at uncommercial or unfair pricing levels - in other words, dumping. See: UK to investigate AWP dumping complaint
The complaint was filed on the 30th of September last year and applies to all fully self-propelled and semi self-propelled/self-drive boom lifts, along with trailer and spider lifts with a working height of six metres or more that are made in China.
The investigation has led to the TRA recommending that a provisional anti-dumping duty be applied to products covered by the investigation, ranging from 16.25% to 71.74%, until a definitive remedy is implemented. The UK Secretary of State accepted the TRA recommendation on Wednesday, and it was published yesterday.
The duty levels for each manufacturer are as follows:
The provisional measure will expire six months from yesterday, by which time a definite solution/measure should have been implemented. If for some reason it is not, then it will expire anyway.
Importers covered by the ruling are required to provide a firm guarantee in respect of the provisional anti-dumping duties applicable to their imports. This can be a bank guarantee, bond or cash deposit.
The duties apply to the following:
Boom lifts designed for the lifting of people, equipment and/or materials, with a maximum working height of 6 metres or more, and pre-assembled or ready-to-assemble sections thereof, excluding individual components when presented separately but not excluding the sections, presented individually or together:
-Booms including articulated and telescopic or straight (with or without jibs) or sub-assemblies thereof, assembled or not
-Chassis or sub-assemblies thereof, assembled or not
-Boom turret or turntables or sub-assemblies thereof, assembled or not
-Platforms or baskets or sub-assemblies thereof, assembled or not
