EU to investigate dumping complaint
The European Commission has agreed to launch an anti-dumping investigation into imports of mobile cranes from China following the formal complaint lodged in November by four crane manufacturers - Liebherr, Manitowoc, Sennebogen, and Tadano, along with the German equipment manufacturers’ associations VDMA and Intralogistics Association. The investigation will consider and investigate concerns over the surge of Chinese mobile cranes entering the EU market, which, according to the complainants, are under conditions that result in manifestly unfair competition for European producers. It will focus on mobile cranes of 30 tonnes nominal capacity and above.
The filing of the complaint is said to include evidence of material injury caused by predatory pricing and unfair advantages enjoyed by Chinese exporters. According to the complainants, the advantages include government subsidies, manipulated raw material costs, preferential tax schemes and sweetheart financing deals. The evidence also cites a sharp increase in Chinese crane imports into the EU, threatening over 7,000 direct jobs throughout the supply chain.
In a joint statement, the complainants said: “The European mobile crane sector welcomes the opening of an EU anti-dumping investigation, which marks a crucial step towards restoring a level playing field and safeguarding Europe’s industrial future. We are committed to working with the European Commission as this investigation proceeds and hope it will be followed by swift and decisive action to ensure a fair and competitive environment for future production and employment in Europe’s mobile crane manufacturing sector.”
